I would suggest that the two accountants speak to the grad students in our lab, who regularly deal with much more complex calculations in dealing with data collected during experiments conducted in the field.

Sounds like these fiercely independent folk wish to have the government interfere in their business and write the programs for them.

I have taught programming 101 to freshmen at a major university and I would too.  And this is all table driven so such a situation is simply rhetorical anyway.
