This article doesn't say anything at all about Medicaid but it does say that illegals are responsible for up to $97 million in unreimbursed health care costs, i.e., not Medicaid fraud.

This article talks about illegals and about rampant Medicaid fraud but fails to explain how, exactly, the illegals are obtaining benefits under a program for which they must apply when they don't meet the requirements?

It attempts to explain this as a result of H.R. 3693 (sic): "In a previous article I mentioned H.R. 3693, a bill introduced by the Democrats that has greatly contributed to Medicaid fraud. Before that bill became law proof of citizenship was required when appying for Medicaid. H.R. 3693 changed that when it was passed in 2007."
