This bill never became law but it does raise an interesting question...if they are eligible, in other words, they have paid into the fund, shouldn't they be able to use it?  According to 'me' it's not even an entitlement but a benefit!

Medicaid, is strictly an entitlement........many never pay into it and receive it.  That is what it was designed for.  My argument is more with the fraudulent abuse, allowing those not qualified to receive it.

Medicare is more of a benefit, but you make a point of it becoming an entitlement for many possible reasons.
