I am right and it still begs the point, why didn't the democrats vote on President Obama's budget, they could pass it if they wanted to. They can't blame their failure to pass his budget on anyone but themselves.

Point is it should have been at least presented for a vote, it not simply so they could say 'look what the nasty republicans did, they are the ones stopping the budget because they are obstructionists' instead of really letting everyone see that none of the democrats would vote for it either. Politics at its worst.

Point is that your reference to the Congressional Budget Act of 1974 was purposely misleading. Either that, or you don't understand what "end of a fiscal year" means. You don't vote on a budget at the end of the fiscal year.
