Where in the act does it say that it can only be used at the end of the fiscal year, which is October 1?  That may have been it's purpose but it never really worked, they just put off passing a budget longer when they pushed back the end of the year from July 1.

Don't know about people who can't read or write but I have been at the polls when a blind person voted. The ballot was read to them.

It's as simple as this.  We are no longer the go to country...our currency is no good.  Troll blames it on Bush and starts with crap that went on in Congress that we only have the dems word for because everything important was done behind closed doors with no press allowed.  There is no budget and you start making excuses as to why which are nonsense.  The US is suddenly looked at as a wishy washy country with an uncertain direction and going downhill fast period.
