What is the purpose of a dog license? Seriously, if my dog is fully vaccinated and I have his tag and shot record, then I don't understand paying for a license to own a dog. He's microchipped so its not for tracking purposes.

I always get them because we take him everywhere and I don't want a fine, but today I discovered that you need a different one if we travel to another city. I need one for that city as well. I didn't get a fine, but that's ridiculous.

Seriously, I think it's just another mechanism to bilk the public. Any insight?
