Any business that found the terms for receiving the incentive unacceptable could simply decline to take it. Why is that hard to understand?

But how would anyone know whether or not there are unacceptable strings attached to the bill, since the Republicans will not allow the bill to be debated? They aren't just blocking passage -- they are blocking discussion!

Lolly, you just can't vote for PART of the Bill.  and THAT is the problem we face.  Some bills have many good parts too them, but they also attach bad stufff too them.  We need to dummy down this process and vote on more isolated and specific issues.

If we had a vote JUST to provide TAX INCENTIVES to companies that keep jobs at home rather than outsource them abroad...I think most everyone would be in favor, but politicians have a bigger agenda to push, so they attach other "crap" to it.....and that needs to stop.

  Yeah, it needs to be stopped.  Just like having to have 60 votes to get anything out of the Senate.  You Republicans sure have put a stop to that.  The Senate wasn't set up to operate like that, but your Republicans sure know how to gum up the works.

  Do you Republicans think we won't remembers this, if you predatory capitalist are ever put into power again.  I think not.  I some times think there is such a thing as Karma and you guys sure got it coming.

You're preaching to the choir on this one, Henry. It's not just that the bills have "bad" stuff attached -- it's that they have irrelevant stuff attached! Congress keeps bringing back the idea of a line item veto, and having it voted down. And there is a reason for that. It would be too close to allowing the POTUS to make law (a function which belongs to the Legislative Branch of government.) Unfortunately, we do have signing statements, which allow the POTUS to cross out parts of a bill he doesn't intend to enforce. Very bad idea.

Instead, we need some kind of protocol which demands that each bill address only one subject. No naming-a-school-for-your-most-generous-donor clauses attached to bill setting the budget for school lunches. (I guess for those who might be led astray by my example, I need to point out that school lunch budgets, and the accompanying pork items, are legislated by state government.)

However... back on topic ... I still feel it is very controlling of the loyal opposition to keep the bill from even being discussed.
