I did some google searches on the case and it seems that it was court appointed.  What is also astounding that in 2008, according to heavy.com, Kathy Shelton who was 12 when raped stated she held no ill will towards Hillary but then in 2016 she changed her mind. Most psychologists are usually court appointed, I believe are either requested by the prosecutor or public defender or even the judge especially when children are involved and even sometimes requested by social workers or CASA workers.

Why do the libs always mention the blacks since there are poor white people too?

Because even the poorest whites still benefit from white privilege.  They will never be racially profiled; it is highly unlikely that they will become victims of an ill-advised stop and frisk policy; they will never be denied access into the country because of their Christian religion; the will never face any threat of deportation; they are far less likely to become the victims of unwarranted police violence; they are not more likely to receive a lengthier prison sentence for the same crime because of the color of their skin...the list goes on and on.

The main points of neo-liberalism include:

This includes banks, key industries, railroads, toll highways, electricity, schools, hospitals and even fresh water. Although usually done in the name of greater efficiency, which is often needed, privatization has mainly had the effect of concentrating wealth even more in a few hands and making the public pay even more for its needs.

ELIMINATING THE CONCEPT OF "THE PUBLIC GOOD" or "COMMUNITY" and replacing it with "individual responsibility." Pressuring the poorest people in a society to find solutions to their lack of health care, education and social security all by themselves -- then blaming them, if they fail, as "lazy."
