I have done the research.  Bush Sr. got the N.Koreans to agree to nuclear inspections in 1992 but they denied access to sites under that agreement.  In 1994, Clinton agreed to provide $5 billion in fuel and two nuclear reactors (that are designed to produce little in the way of weapons grade plutonuim) in exchange for them freezing their nuclear program, which they did.  It stayed that way until 2002 when your moron of a president labeled N.Korea part of the 'axis of evil', accused them of having a secret weapons program and stopped the shipments of oil to them that they reactivated the Yongbyon reactor and threw out the international inspectors.

Clinton handled the situation diplomatically and all was well.  Bush, as is typical of someone with a small dick, handled the situation confrontationally and they have been busy working to build a nuclear missile ever since.
