This can be done despite a congressional ban on these so-called "earmarks" -- special, discretionary spending that has funded Congress' pet projects back home for years, but now has fallen out of favor because of budget-conscious deficit hawks.
Under the cloak of a simple line item named the "Mission Force Enhancement Transfer Fund," Congress has been squirreling away money that previously had not made it into appropriations bills -- like $9 million for "future undersea capabilities development," $19 million for "Navy ship preliminary design and feasibility studies," and more than $30 million for a "corrosion prevention program."
So in a year dominated by demands for spending cuts, where did all the money come from?

Roughly $1 billion was quietly transferred from projects listed in the president's defense budget and placed into the "transfer fund." This fund, which wasn't in previous year's defense budgets (when earmarks were permitted), served as a piggy bank from which committee members were able to draw money to cover the cost of programs introduced by their amendments.
And spend they did.
More than $600 million went to a wide number of projects, many of which appear to directly benefit some congressional districts over others.
For example, that $9 million for "future undersea capabilities development" was requested by Rep. Joe Courtney, D-Connecticut, whose district happens to be home to General Dynamics Electric Boat, a major supplier of submarines and other technologies to the U.S. Navy.
And the $19 million for "Navy ship preliminary design and feasibility studies"? Rep. Steve Palazzo, R-Mississippi, asked for that. His district's largest employer is Ingalls Shipbuilding -- a major producer of surface combat ships for the Navy.
Nothing in these expenditures appears to be illegal, but critics say the fund raises questions about crossing a line.
"These amendments may very likely duck the House's specific definition of what constitutes an earmark, but that doesn't mean they aren't pork," says Leslie Paige of Citizens Against Government Waste, a government-spending watchdog group. The group believes if modification of the National Defense Authorization Act generated savings, that money should have been put toward paying down the deficit.
In their defense, supporters say the amendments offered by various members may very well represent good governance. The $30 million Rep. Betty Sutton, D-Ohio, set aside for corrosion prevention could go far to help tackle the Defense Department's corrosion problem, estimated to cost the military more than $15 billion a year.
However, there are two things worth considering: Sutton's request comes on top of the $10 million already included in the bill for corrosion related programs, and Sutton's district is home to The University of Akron, which created the country's first bachelor's degree program for corrosive engineering in 2008.
Then, on May 9, two days before the defense bill mark-up, it was announced that the Defense Department had given the University of Akron $11 million to build its new "National Center for Education and Research in Corrosion and Materials Performance."
Sutton was the biggest supporter of that new spending.

I had to google who the heck Christopher Lee was.........then I seen the "shirtless man" crap about him........and YES there was an outrage and he RESIGNED as the republicans demanded him too, and it went away before it became a HUGE story.....and he did it without crying and whinning like it was someone elses fault.....

they was going to make Healthcare better and they created a bill that the majority of America wants stopped.
they was going to run a more ethical office....they have failed.

they said they would post all bills on line five days before they voted to become a law....the didn't...

I am not a typical republican...I am only one by default.....it is either them or democrat....I choose the lesser of two evils in my opinion.
We need some real reform by someone who is going to work with both sides and do what is BEST for this country.
We need tax reform
We need immigration laws carried out
We need the private industry to be able to create jobs for this country....the gov is not there to create jobs.
We need some integrity restored back in Washington...

Moreover, in my opinion, the "real and present danger" in this country today, is the very real and dangerous path certain political parties seem hell bent for leather upon sending this country down.
Take the approach some endorse with voracity surrounding immigration in this country, as an example. This very approach is a key indication that the path these propagandists are wanting to force us down is one to failure.

I sure had my share of new cars, boats, airplanes, RV trailers and vacations. You were sucked in to putting all of your money in a house, not me. This housing bubble proved that there was a whole lots of silly people sucked into owning a big fancy home, just to lose them. How many people who bought the new homes find they have are not worth what they were bought for.
I did not want to be a prisoner of a big fancy home with the taxes and insurance that come with it and keeping up with the Jones and really it's just a way to show off. What does two people need with a $1 million home with 5 bed rooms 4 bathrooms and a 20ft by 25ft living room with a two story cathedral ceiling. It's just to show off and make people think they have some money. But who really cares what someone else owns.

In a Capitalist country there has to be workers. Not everybody can be boss. Henery I'll bet I was farther along in life than you at 51. I don't have a brand new shiny house in the country. I sure had my share of new cars, boats, airplanes, RV trailers and vacations. You were sucked in to putting all of your money in a house, not me. This housing bubble proved that there was a whole lots of silly people sucked into owning a big fancy home, just to lose them. How many people who bought the new homes find they have are not worth what they were bought for.
I did not want to be a prisoner of a big fancy home with the taxes and insurance that come with it and keeping up with the Jones and really it's just a way to show off. What does two people need with a $1 million home with 5 bed rooms 4 bathrooms and a 20ft by 25ft living room with a two story cathedral ceiling. It's just to show off and make people think they have some money. But who really cares what someone else owns.
I don't know where you got the idea that your something special. Your just one of the many snooks here in the middle class and your backing a party that want to destroy that. Shame on you. :doh:
I never said I was special...........but I am content with my life. Sure I would love to make more money, but I am living with-in my means. I don't have a fancy home, but I love my home. I have four vehicles....all have over 100,000 miles on them.....one I drive to work has 240,000 plus on it.
All I want is to finish raising my kids, and see them become content with THEIR lives....I want them to chase THEIR dreams, without Government screwing it up for them......remember Government does not create jobs......they are only there to let the private industry be as successful as possible.
They are not supposed to be there to redistribute money....at least that is not what our forefathers intended them to do.
The more they have gotten involved the more screwed up our country has become.

When a union company goes to an nonunion "scab" area of the country and build a unneeded plant to break their union contract, This what Anaconda Copper did to it's union plant in Anderson years ago. It built a scab plant in another state and moved the machery out of Anderson and moved it to the scab plant and closed down the Anderson plant throwing hundred of people out of a good job. Corporations and businesses have to be built to some degree of safety, nonpolluting, health wise healthy for it's employees, legal and a good to the country and it's general area. Say for example having Poppy farm raising Heroin. Coco leaves for Cocaine, junk yards burning tires and dumping them in the environment is good for the county or it's general location.
You have for some reason grown to hate unions. Nobody hates something for no reason. But you claim it for the good of the working people that you hate the unions, for a person who has never worked in a good union environment. No sane and intelligent person would feel that way. When a union company goes to an nonunion "scab" area of the country and build a unneeded plant to break their union contract, This what Anaconda Copper did to it's union plant in Anderson years ago. It built a scab plant in another state and moved the machery out of Anderson and moved it to the scab plant and closed down the Anderson plant throwing hundred of people out of a good job. That is unfair and in my opinion illegal. But for some stupid reason you think the people work for the union. There is nothing you can find will prove that in a true way. You might find something from an Scab Industry, corporation, a Republican think tank, but they are all lies. will invest.....when productions stops, prices go up, economy slows.....when production increases, prices goes down and economy grows....it is THAT simple.

Even David Stockman who with Ronald Reagan invented supply side economics, the trickle down theory said last year in an interview. It was a con game from the start. Both he and Reagan knew it wouldn't work from the start. But they had to reward the people who had spent so much money getting Reagan elected, they had to do something to reward them.
There was no better way and cheaper way for the GOP, than giving the rich a tax cut. If you haven't noticed it been that way ever since. Giving tax cut to the rich and corporations to keep themselves in power to keep the supply of money coming in to the coffers of the Republican/Tea Party.

And your point is? What they pay employees, which a CEO is, is their business. Don't you get a performance bonus? If so it may not be that much but do you have the responsibility that a CEO would have? How would that be tied to company taxes anyway?
Quit thinking of corporation as enemy and think of them as a company, either large or small, who incorporated for liability and/or tax purposes. If not incorporated the taxes would be borderline ridiculous and the liability would fall directly on the owner rather than the company for any law suits. It is free enterprise at work. Some of the small businesses became large and turned into large corporations and some stayed small corporations. Take off the blinders and look at the picture as a whole and quit looking at only part of the picture for pete's sake. The "corporation" as such may not be paying any taxes but you can bet the owner of the corporation is on his earnings.

Hell, I thought anyone with a brain knew what Capital Gains tax was. It's easy, it means that if you have to work everyday. Sweat, scrap by, you pay payroll tax of 18% up.
If You stole a bunch of money in scams, crooked stock market deals and rip off people in bank deals, clip coupons or inherit a gob of money, you only have to pay 15% even if you make Billions and Billions of money. Sound fair to me. :yes: :biggrin:
