Look to  your left under  your name is "applause" and "smite" ... I think. If you don't have the privilege yet, then you may not be able to see it. But in a nutshell, if someone makes you mad, you can smite them...or vice versa if someone makes you laugh or whatever...it doesn't effect the member, just adds or deletes a karma point.
