The first article is about leftover munitions provided to Iraq by the Reagan administration in a deal arranged by then special envoy Donald Rumsfeld.  They are no longer viable for use as weapons but remain an environmental hazard.

I think what irritates me most about this is the way the guys who are coming into contact with these are being, or should I say not being, treated and if I read it right it started years ago not just with the current administration. Does the blame go to congress or the presidents on this or a little of both?
