Inherent - not subject to determination.

Subject to Determination - rights determined by government, culture, etc..

Interesting dilemma!

You may say your rights are inherent, but they weren't always that way. Someone had to decide somewhere along the way what is right and what is wrong within the framework of the existing society. Societies by their very nature tend to morph and evolve around the will of the people.

So what we may say are inherent rights were, at some point in our history, rights "determined by government, culture, etc.."

To make this a little clearer.

I'm referring to human Rights in the philosophical and absolute sense, BUT this discussion will be moving into the application and real world sense.
