Obama, Biden declare 'Recovery Summer' 

 
David Axelrod, a senior adviser to the president, said: "This summer will be the most active Recovery Act season yet, with thousands of highly-visible road, bridge, water and other infrastructure projects breaking ground across the country, giving the American people a first-hand look at the Recovery Act in their own backyards and making it crystal clear what the cost would have been of doing nothing."

On Monday, Biden will travel to Midland, Mich., for the groundbreaking of the new Dow Kokam advanced battery manufacturing facility – a project made possible by a $161 million Recovery Act advanced battery grant awarded last year. In addition to creating 1,000 construction jobs, Dow says the project will eventually employ 800 permanent manufacturing workers.



Axelrod continued: "In the face of the greatest economic crisis since the Great Depression, Republicans in Congress chose to play politics with economic recovery and declared the Recovery Act a failure before it even began. They made a cynical bet that if the President fails, they win. Democrats chose to act by tackling the crisis head-on. Just over a year later, the Recovery Act is putting millions of Americans to work and helping the economy grow again. But our work is far from over:"


Kevin Smith, a spokesman for House Minority Leader John Boehner (R-Ohio), responded: "The president's trillion-dollar 'stimulus' has failed to meet his most basic promises on job creation, and Axelrod knows that. We've lost 3 million jobs since the 'stimulus' was enacted. Yet another desperate sales pitch about the virtues of massive government spending and piling up more debt on our kids and grandkids isn't going to fool anyone."



The vice president on Thursday will present Obama with a report laying out a spike in stimulus activity this summer, and how it will contribute to a steady climb to a total of 3.5 million Recovery Act jobs by the end of the year.

Highlights:

"Transportation: There will be six times as many highway projects underway in July 2010 as in July 2009 – projects will surge from 1,750 last summer to over 10,000 this summer. And while last summer we improved about 9,000 miles of highway, this summer we'll improve over 30,000 miles – that's the equivalent of ten cross-country road trips on improved highways.



"Clean and Drinking Water: This summer over 3,000 clean and drinking water projects will have started versus just over 100 last summer – that's nearly 30 times as many.

Home Weatherization: This summer, we'll weatherize 82,000 homes versus 3,000 last summer – that's 27 times as many homes this summer as last.


"National Parks: This July, we'll have nearly 800 projects underway at our national parks versus just over 100 last July – that's 8 times as many this summer.


Five Cabinet Members and other senior officials will hold kickoff events across the country Thursday and Friday, the first of over two dozen site visits and groundbreakings administration officials will participate in across the country in the weeks ahead. The plans:


"USDA – Secretary of Agriculture Tom Vilsack -- On Friday, June 18, Agriculture Secretary Tom Vilsack will visit Annapolis, MD and highlight how American Recovery and Reinvestment Act investments in Maryland and throughout the country are allowing people in thousands of rural communities to access clean and safe water. Through the Recovery Act, USDA Rural Development received $3.6 billion in funding, which is helping to rebuild and revitalize drinking water, sanitary sewer, solid waste and storm drainage systems throughout rural America.


"DOL – Secretary of Labor Hilda Solis and Auto Communities Director Ed Montgomery
U.S. Secretary of Labor Hilda L. Solis will travel to Warren, MI on Thursday, June 17. She will be joined by Executive Director of the White House Council on Automotive Communities and Workers Dr. Ed Montgomery. During the visit, the secretary and Montgomery will tour Macomb Community College's engineering and advanced technology training programs. The secretary also will make an important announcement related to the American Recovery and Reinvestment Act and the creation of jobs across the state of Michigan.


"GSA – General Services Administrator Martha Johnson -- Administrator of General Services Martha Johnson will join Pennsylvania workers this Thursday, June 17, at the construction site of the new energy, efficient solar roof of the Philadelphia Veterans Affairs Regional Office & Insurance Center to highlight GSA's 218 active federal building construction projects across the nation. This summer, GSA Recovery Act construction projects are quadrupling and workers across the country are installing solar power arrays at dozens of Federal buildings nationwide, dramatically increasing GSA's solar power generation and reducing the federal government's consumption of energy.


"HUD - Deputy Housing Secretary Ron Sims -- U.S. Housing and Urban Development (HUD) Deputy Secretary Ron Sims will travel to Baltimore, MD, to visit Wayland Village Senior Housing, an affordable housing project that is currently under construction with HUD Recovery Act funds. He will discuss this transformative project that is creating jobs and stimulating the local economy. As summer heats up, Recovery Act-funded construction projects are kicking into high gear and putting HUD's dollar investment and American people to work. By the end of this summer, HUD will have rehabilitated 230,000 housing units.


"DOE – Assistant Secretary of Energy Cathy Zoi -- Assistant Secretary for Energy Efficiency and Renewable Energy Cathy Zoi will travel to Manchester, NH to visit a newly weatherized home with U.S. Senator Jeanne Shaheen where they will highlight the progress the Administration's weatherization program has made over the last year. This summer, the Administration expects to weatherize 82,000 homes – 27 times as many homes as were weatherized last summer. Home weatherization saves consumers on average $400 per year in utility costs."
