We can get into a pissing match if you want....Article I of the Constitution vests "All legislative powers herein ‌granted" in Congress, while Article II, section 3 requires that the President "shall take Care that the Laws be faithfully executed."

But we all know that Obama has refused to abide by statutory deadlines, and has waived requirements that were written into laws that he does not like.  See ObamaCare.  ;)

Boehner may or may not have violated an unprecedented move to have a foreign leader speak.....but, it is like the pot calling the kettle black here isn't it?
