The markets are posting solid gains in turbulent action after the Federal Reserve revealed a host of measures aimed at boosting the U.S. economy. The Dow is up 112 points, or 0.84%, while the S&P 500 is up 0.88% to its highest level since January 2008. Every major sector is in the green, led by material and financial stocks.

You should really stick to things you understand and quit quoting Fox news' take on things about which you know nothing.  You said the Fed is printing money for the banks to use to buy stock...probably one of the most asinine things I've ever read and not even close to what the paragraph above is about.

The Federal Reserve Banks are private owned, but they are controlled by the Board of Governors...a federal agency whose members are appointed by the President and confirmed by the Senate.  The Board sets monetary policy and the Federal Reserve Banks execute it.
