That was in the works before Bush took office and, had it worked like intended, would have thrown the country into total chaos and there would have been more attacks.

He is no longer president so it is Mr. Clinton, just as it is Mr. Bush, Mr. Carter, etc. At best it is former President. If he knew terrorist were going to use passenger planes to crash into buildings why didn't he do something? Oh, I know he was too busy chasing skirts to worry about what happened to the country.
