You'd have to ask O'Bannon about that one but I think that would be a little hard at this point.  [O'Bannon defeated Goldsmith in 1996 to win his first term as Indiana's 47th governor and was re-elected in 2000, defeating GOP challenger DAVID MCINTOSH.]  There was no surplus when Mitch took office.

I'm not but you seem to be naive enough to think the Republicans, Bush in particular, are solely responsible for the mess. 
If Arnold has as much trouble keeping the dem state reps under control as Bush did when he had a dem congress I can understand that.  How many of the entitlements did he not want that were forced on him, how many times did he try to cut corners only to be told he couldn't do that for one reason or another?  How much worse has the illegal immigrant problem gotten which is draining the state of funds through welfare and medicare?
