me, that "other project" was the war in Iraq, and the state didn't spend it. Bush cut the money from the funding.

That was not what I was referring to.  I looked it up and it was legit the money which was given for the levy was spent elsewhere and that is a fact. It is also a fact that they could have been evacuated but the mayor chose not to do so.  It is also a fact that Bush asked the governor if they needed help before it hit and she said they were fine.  Mississippi was hit just as hard and they did just fine by doing what they needed to do. No, they didn't have a levy that broke but had proper procedure been followed by the state and local officials a lot of what happened in Louisiana could have been avoided.  Mississippi also got busy and helped themselves in the aftermath and didn't wait on the government to do it for them.

Source? The levees are maintained by the Army Corps of Engineers, and all construction on them is authorized and performed by same. Army Corps is federally funded. NOBODY is allowed to screw around on the levees without Corps authorization. I work with these people on Corps projects. I have file cabinets devoted to the specs and regulations, and others documenting every damn nickel and what it was spent for. Now you give me a source.
