I don't think the intent for that is necessarily to be complimentary HH.  Perhaps that's where you're missing the mark.  It's awarded for most influential person, and it doesn't necessarily state that the influence has to be positive.  I'm going to look for a link on Time's website supporting that.

Exactly.  The article in Time in which they explained their choice of Hitler is not the least bit complimentary.
