What would be the response if you had been forced to contribute to a pension plan and social security, only to find when you retired that social security was going to subtract the other pension plan from the monthly benefit in order to prevent me from profiting from a "windfall"?

I'm wondering how one could classify anything as a "windfall" when I was forced to participate and duly paid into the system.
