President Barack Obama appointed Panetta to head the agency early this year. The still-secret program, which The New York Times said never became operational, began after the September 11 attacks on the United States.

I am sure had they decided to implement the program it would have been discussed with congress as required.  The only reason this is being brought up at this time is to divert from Pelosi.

No, it took two years of a democratic congress and dems putting the economy down to do it.  This mess now is strictly Obama's any way you slice it.

Recovery is..that's for sure.  How he goes about it...is certainly raising some eyebrows.  But unfortunately we have to wait for the long run to see how it comes out.   I'm not siding on this issue.  I'm just saying.....people have been blaming bush all along, and I don't see this so called new theme as anything "new"
