My guess is that there is some vague rule somewhere that indicates he should not have been in possession of a "suspicious object." A catchall that can be spun to save some insipid administrator after having made an ass of him/herself.

what can kids make for the science fair now?

i remember firing a rocket and taking out the chemistry teacher in h.s.  i never had counseling.  oh wait, thats probably not a good example....my bad

I can't figure out why they are recommending counseling for the kid and his parents that doesn't even make sense.

The counseling is so the kid can learn how to deal with pea brains and fear mongers like the administration of the school. It is always that way when morons run the institutions.
