Guess it depends on what your definition of "it" is.

No; it doesn't.  The question is quite clear.

it = halting an FBI investigational

An investigation which was brought on by a story about an unseen memo obtained from an unnamed source. If he did get that memo it was his duty to report it and he didn't so that would mean it would be a problem for him and if there was no such memo why doesn't he just come out and say so? Could it be he doesn't think he can handle the heat he'll get from the left if he admits there is no such memo?

This is for 'me.' Do you understand that, until he was fired by POTUS Donald Trump, Comey was the Director (boss) of the Federal Bureau of Investigation (FBI), and as such, was in charge of investigating reports of collusion between the Trump administration and the Russians? That is very big stuff, HUGE.

So, having said that, what about that memo and whether or not it even exists? Who in their right mind, if they thought about it at all, would believe that the FBI boss would go into the office of the President when summoned and not be prepared to remember and afterwards write down every single thing that happened? As for that memo, it's for sure one valuable piece of paper. Keep in  mind  the POTUS was at the time trying to get Comey to back away from the investigation of Gen Flynn's collusion with the Russians.

I think a lot of people are missing the bigger issue at play here with Trump and this entire Russia fiasco.  While it's unmistakably true that some people close to Trump have involvements with the Russians and that the Russians absolutely worked to sway the election in his favor, let's assume that Trump, himself, had zero involvement or knowledge (at least none that can be definitively proven) of these ties.

The bigger issue, then, is that the POTUS doesn't seem to understand who our friends are and who are our enemies.  I am no fan of Comey and he has made some really bad decisions during his career but I would never suggest that he is not a patriot or that he hasn't served this country as best he could for his entire life.  Comey is an American.  He is one of us.

The Russians are our enemies, plain and simple.  They back the death to America Iranian regime, they support Assad and use ISIS as an excuse to attack U.S. backed forces in Syria, they invade and annex their neighbors and murder and persecute anyone who doesn't agree with Putin's tyranny.

For Trump to offer up an American patriot as a "nut job" to our adversaries is absolutely inexcusable and un-American and the consequences for doing so should be severe.
Arguing with Christians is like playing chess with a pigeon.  No matter how good I am at chess, the pigeon is just going to knock over the pieces, shit on the board and strut around like it's victorious.

The truth is slow, but relentless. Over time it becomes irresistible.
