Expansive - all encompassing up to the point of infringement on the Rights of another.

Limited - anything less than expansive.

Well, if you hadn't included that pesky little phrase "up to the point of infringement on the Rights of another" in the first option, the answer would have been easy - "Limited."

I think you need to define "Limited" a little more tightly.

To make this a little clearer.

I'm referring to human Rights in the philosophical and absolute sense, BUT this discussion will be moving into the application and real world sense.
