Justice concludes black voters need Democratic Party

What? 

KINSTON, N.C. | Voters in this small city decided overwhelmingly last year to do away with the party affiliation of candidates in local elections, but the Obama administration recently overruled the electorate and decided that equal rights for black voters cannot be achieved without the Democratic Party.

The Justice Department's ruling, which affects races for City Council and mayor, went so far as to say partisan elections are needed so that black voters can elect their "candidates of choice" - identified by the department as those who are Democrats and almost exclusively black.

This doesn't make any sense. If you don't have to be a member of a party then it seems as if more people would be able to run for office and voters would have a better chance of really voting for the "person of choice". What am I missing here?

Kind of sounds like they are saying you should vote for the party rather than the person and if you don't know who the democrat is you might vote for the wrong person.  Or in other words you might have to actually pay attention to the issues and vote on the best person for the job and they're afraid it won't be the democrat.
