(a) In General- The Secretary shall establish a social and behavioral sciences research program to identify and understand social and behavioral factors that influence energy consumption and acceptance and adoption rates of new energy technologies, and to promote the utilization of the results of social and behavioral research to improve the design, development, demonstration, and application of energy technologies.

What is wrong with this?

Why are you reading into that statement?  What if those "other purposes" improved your way of life immensely.  Would you be so paranoid then? 

The whole world is nothing but research and development.  People get paranoid when asked what their zip code is at Bath and Body works.  They won't use store discount cards because the government might know they prefer Tampax over Kotex.  WHO CARES?

Why?  Because the boogy man will come to take me away for eating Cheerios?  Because someone might figure out an alternative power source so my electric bill will not be outrageous?

Has anybody ever had a job description that did NOT include the words "other duties as assigned"? The phrase you are objecting to is just boiler-plate. It's in all task proposals and agreements, because no one can see the future now that Carnac the Magnificent has passed on.
