I think the extra sign is a little redundant in this case. Think about it, a single occupancy restroom with a male/female symbol already says it all. Does the absence of that sign signal in any way that a transgender can't use that restroom? Are there transgenders going to that college now breathing a sigh of relief because they can now go to the restroom and couldn't before because there was only a male/female sign on the door?
