According to Congressional accounting standards, there was and in this article, (http://www.highbeam.com/doc/1G1-80386955.html) Mitch even says so himself: "The federal budget will likely remain in deficit for the rest of President Bush's term, bringing a decisive end to the brief era of surpluses, Bush's budget director Mitch Daniels said Wednesday."
